Probleem Adeni lahes sunnib merendussektorit häält tegema

Hetkel toimuval IMO meresõiduohutuse komitee (MSC) 85. istungjärgul tegi rühm liitusid ühise avalduse IMO'le. ICS, BIMCO, Intercargo, Intertanko, the International Group of P&I Clubs, the International Transport Workers’ Federation (ITF), International Parcel Tankers Association (IPTA) ja OCIMF'i arvates ei ole tehtud piisavalt ära, et tagada laevade vaba läbisõit Adeni lahest ning võidelda piraatlusega.

Vastupidi, probleem tundub suurenevat.

“It is clear that some effort to co-ordinate the command and control of deployed warships has been made but it is our view that the assets will never be employed to maximum effect until a single command structure exists. The adoption of a UN force structure may be the only effective way to achieve this”, the group said.

“There is still no clear process for delivering arrested criminals to a single legal jurisdiction and this remains an impediment to the delivery of justice. We appeal to States bordering Somalia, which may not have already done so, to consider accepting arrested criminals for trial”, they continued.

Supertankeri 'Sirius Star' kaaperdamine on pannud laevaomanikud tõsiselt muretsema. Röövitud laeva suurus (330 m) ning rünnakukoha kaugus kaldast (üle 400 miili) paneb mõtlema, et senine tegevus ei aita ära hoida sarnaseid juhtumeid tulevikus. Lisaks piirkonnas patrullivatele sõjalaevadele suureneb vajadus kaasata lennukeid, et katta suurt veeala.

Eelmisel nädalal ÜRO Julgeolekunõukogu poolt vastu võetud resolutsioon nr 1844 sai küll heakskiidu liitude poolt, kuid muret tuntakse resolutsiooni nr 1816 üle, mille kehtivus saab varsti läbi (02 DEC 2008), kuid selle uuendamisest pole midagi veel kuulda olnud.

Avaldusele allakirjutanutel on ka omad ettepanekud uuendatavale resolutsioonile pakkuda:

1) A re-affirmation of the principles of UNCLOS part VII, which establishes the freedom of navigation on the high seas.

2) The empowerment of military forces to use ‘all available means' to repress piracy.

3) Ensuring that warships are tasked with the freedom to board all shipping in order to verify engagement in acts of piracy and to seize and dispose of piracy equipment, weapons and any proceeds of piracy.

4) Urgently establishing a legal jurisdiction to prosecute those arrested on a charge of piracy.
