<p>Assamblee tuleb kokku kord kahe aasta jooksul, mille ajal kinnitatakse Rahvusvahelise Mereorganisatsiooni tööprogramm, eelarve ning määratakse uus 40-liikmeline nõukogu.</p>

<li>ressursside juhtimine (muudatuste programm, tasumata maksud, käibekapitali fondi maksed; raamatupidamise ja auditi raportid, IMO finantsraamistiku ülevaade, 2010-2011. aasta eelarve);</li>
<li>ülevaade merehariduse programmidest: Ülemaailmne Mereülikool (World Maritime University), IMO Rahvusvaheline Mereakadeemia (IMO International Maritiem Academy), IMO Rahvusvaheline Mereõiguse Instituut (IMO International Maritime Law Institute) jm teemad.</li>

<p>Kampaania eesm&auml;rk on t&otilde;mmata noori ja tulevasi ohvitsere merele, sealhulgas ka &uuml;ldisemalt merendussektorisse.</p>
<p>&Uuml;lemaailmne puudus meremeestest, eriti ohvitseridest, on saanud t&otilde;siseks probleemiks, &auml;hvardades juba rahvusvahelise laevanduse tulevikku ning seega ka maailmakaubandust. Muidugi ei ole puudu ainult ohvitseridest, vaid ka mereharidusega spetsialistidest ning ametnikest.</p>
<p>Hiljutistest uuringutest ja aruannetest on selgunud, et 2008. aastal oli 498000 vajaminevast ohvitserist puudu umbkaudu 34000 ohvitseri ja spetsialisti. Eeldatavalt t&otilde;useb see arv 2012. aastaks 83900-ni. Nende n&auml;itajate p&otilde;hjal k&auml;ivitatigi kampaania &bdquo;Mine merele&quot;.</p>

<blockquote><p>As everyone in shipping is aware, the global shortage of seafarers, especially officers, has already reached significant proportions and is now a source of genuine concern to all involved in the industry.</p>
<p>At the same time, the demand for raw materials, finished products, foodstuff, energy and luxuries has grown, year-on-year, in line with the requirements of global trade &ndash; and I do not expect the current financial crisis to have a very serious impact on the volume of, at least, the basic commodities transported by sea.  That demand has been, from time immemorial, satisfied by the international shipping industry, which, today, transports over 90% of the world&rsquo;s commerce safely, securely, efficiently and at a fraction of the environmental impact and cost of any other form of bulk transportation.</p>
<p>As we like to say in the industry, without ships &ndash; and in the context of this press conference, without the seafarers to man them &ndash; <strong>one half of the world would freeze</strong> for lack of the fuel to heat it, and <strong>the other half would starve</strong> for lack of the grain that gives it its daily bread.</p>

<p>Hiljuti l&auml;biviidud uuring merel leiba teenivate inimeste seas n&auml;itas, et sissetulek ei ole k&otilde;ige esmane p&otilde;hjus, miks merele minnakse. K&otilde;ige sagedasemini leidis mainimist <strong>karj&auml;&auml;ri tegemine merel</strong> ning <strong>soov n&auml;ha maailma</strong>. Praktilisem k&uuml;lg, <strong>finantsiline heaolu</strong>, tuli alles kolmandana. See n&auml;itab, et romantika merel pole veel t&auml;ielikult kadunud.</p>

<li>appropriate training for shore-side staff involved with dangerous goods is now mandatory instead of just recommended, and may be audited by the competent authority. Persons not yet trained may only operate under the direct supervision of a trained person;</li>
</ul>
<ul>
<li>additional changes concerning marine pollutants, IMO tank instructions, excepted quantities, limited quantities and radioactive materials of class 7.</li>
</ul>

<blockquote><p>&ldquo;It is clear that some effort to co-ordinate the command and control of deployed warships has been made but it is our view that the assets will never be employed to maximum effect until a single command structure exists. The adoption of a UN force structure may be the only effective way to achieve this&rdquo;, the group said.</p>
<p> &ldquo;There is still no clear process for delivering arrested criminals to a single legal jurisdiction and this remains an impediment to the delivery of justice. We appeal to States bordering Somalia, which may not have already done so, to consider accepting arrested criminals for trial&rdquo;, they continued.</p>

<p><a href="http://www.guardian.co.uk/world/2008/nov/27/piracy-somali-saudi-supertaker-aden" target="_blank">Supertankeri &#39;Sirius Star&#39; kaaperdamine</a>  on pannud laevaomanikud t&otilde;siselt muretsema. R&ouml;&ouml;vitud laeva suurus (330 m) ning r&uuml;nnakukoha kaugus kaldast (&uuml;le 400 miili) paneb m&otilde;tlema, et senine tegevus ei aita &auml;ra hoida sarnaseid juhtumeid tulevikus. Lisaks piirkonnas patrullivatele s&otilde;jalaevadele suureneb vajadus kaasata lennukeid, et katta suurt veeala.</p>
<p>Eelmisel n&auml;dalal &Uuml;RO Julgeolekun&otilde;ukogu poolt vastu v&otilde;etud <a href="http://www.unhcr.org/refworld/docid/492bd1e42.html" target="_blank">resolutsioon nr 1844</a> sai k&uuml;ll heakskiidu liitude poolt, kuid muret tuntakse <a href="http://www.unhcr.org/cgi-bin/texis/vtx/refworld/rwmain?page=search&amp;amp;docid=48464c622&amp;amp;skip=0&amp;amp;query=1816" target="_blank">resolutsiooni nr 1816</a>  &uuml;le, mille kehtivus saab varsti l&auml;bi (02 DEC 2008), kuid selle uuendamisest pole midagi veel kuulda olnud.</p>
<p>Avaldusele allakirjutanutel on ka omad ettepanekud uuendatavale resolutsioonile pakkuda:</p>
<blockquote><p>1) A re-affirmation of the principles of UNCLOS part VII, which establishes the freedom of navigation on the high seas.</p>
<p>2) The empowerment of military forces to use &lsquo;all available means&#39; to repress piracy.</p>
<p>3) Ensuring that warships are tasked with the freedom to board all shipping in order to verify engagement in acts of piracy and to seize and dispose of piracy equipment, weapons and any proceeds of piracy.</p>
<p>4) Urgently establishing a legal jurisdiction to prosecute those arrested on a charge of piracy.</p>
